Abstract: Creating safe places and ensuring the safety of society is an important issue that has always been among the classictasks of the government. While visible border security has been an importantissue in the past, cyber-attacks, biological weapons or new risks caused by thenature that cross borders today and have deadly impacts all of which aredifficult to control at the border and threaten security have become prominentat a global level. We have now become a risk society. The subject of thisarticle is to methodically examine the relation between safe food and the Coronaviruswhich has affected the whole world by threatening the health and quality oflife of humans and animals (fauna). Whether plants (flora) are outside thescope of this threat is not yet publicly known. In the case of the COVID pandemic,production activities have almost stopped in many sectors due to human presencebeing exposed to the effects of the virus becauseof its “coexisting” habit and many people dying from illness or having theirtissues damaged. This shocking unexpected phenomenon, which has moved from thelocal to national and then international levels, has shown the need to reviewthe things we know in terms of sustainability of life and reframe them. Thisnational and also universal problem of how safe environments and “smartsociety” relations should be regulated is an issue that needs to be quickly andcarefully regulated, in the “New World Order of Corona” where such Corona caseswill continue to happen. Briefly, the issue of “health safety” was taken onestep further and examined by taking its relationship with other elements intoconsideration. This study will entail both international regulations and examplesin Turkey.
