Implementing accountability under populist pressure: Theorizing the relationship between anti elite speech and public accountability

Abstract: Although populism challenges the pluralism and technocratic expertise of public bureaucracies, the existing academic circles ignore its impact on the accountability process. In particular, it ignores the impact of anti elite speech (which can be regarded as "emotional blame attribution ") on the thinking and behavior of responsible actors. In view of this gap, this paper examines the impact of this unique form of populist speech on the internal accountability relationship of bureaucratic states. It identifies three "stages " in which these populist pressures challenge accountability relationships, threaten the reputation of accountable actors and lead to other accountability practices. To this end, this paper provides a roadmap for evaluationng the impact of anti-elite rhetoric on accountability actions.
