Street actors, migrants and gender: addressing different perspectives

Abstract: According to the citizen agent paradigm, the way street bureaucrats look at the target population determines their discretionary behavior. This paper applies this to the context of the so-called "European immigration crisis ", and studies how Street participants understand their immigrant customers and how these understandings of the concept of "others " affect their discretionary behavior. This study combines the perspectives of public management and social psychology to focus on the division of gender identity and belief, or gender perspective. Research shows that street actors discretionary behavior depends on whether they regard the difference between themselves and others as fixed or variable, and whether they regard it as hierarchical organization.
