Integrating public values through multiple accountability: a case study of independent regulators on emergency care quality supervision in the Netherlands

Abstract: In this paper, we explore how multiple accountability (MA) enables independent regulators to deal with multiple conflicting public values in complex and politically significant decision-making processes. We studied the decision-making process of the Dutch National Institute of health care on the quality supervision of first aid in the Netherlands. Using insights from ethnography, document analysis and interviews, we show that Ma originates from the strategic interaction between the Institute s vertical and horizontal accountability forums. We believe that Ma hinders efficiency, but also enables the Institute to deal with multiple conflicting public values.
