Abstract: Where ideas meet is the carrier of change. However, in the aspect of change management, people s thoughts often can not meet in the key change space. They either fly past each other inadvertently, or deliberately avoid each other, or worse, collide in a violent collision. This paper explores the interrelationship between government, public services and professionals in the successful transition to major change initiatives. The view was expressed that unless these institutions operate simultaneously, the negotiation of change may be hindered. To this end, a "cyclical integration " model is proposed and supported by asking questions for each of the three institutions that promote the change process. Although it is considered that these issues are broad enough to cover change management any number of enterprises, what is being considered in this paper is the arena of compulsory education.
