Abstract: Partnerships, including 11 school districts, a university, service agencies and private non-profit educational organizations, have formed a partnership to improve the teaching of science and mathematics in primary schools. The partnership designed research-based professional development for 150 teachers in grades 3-5. In two years, the professional development of these primary school teachers in mathematics and science ability tests has led to a statistically significant increase. Professional development is to provide teachers with professional development tools so that they can (a) increase the content background of science and mathematics, and (b) apply the newly learned inquiry practice in mathematics and science teaching.
