Current challenges of school leadership in Estonia and Finland: a multi case study of model principals

Abstract: The purpose of this study is to understand the challenges faced by successful principals in developing schools in Estonia and Finland. In the framework of "growing thinking pedagogy ", which is the method of school leadership education, it also analyzes the strategies to deal with these challenges. The principal was interviewed, and the data were analyzed through induction and deductive content analysis. This paper compares and discusses the similarities and differences between Estonian and Finnish principals under the background of high achievement oriented but culturally different education systems. According to the survey results, the challenges faced by the two countries are similar, both related to the professional development of principals and developmentn the curriculum and the learning community. The Estonian principals identified more challenges related to developments in the learning community than their Finnish peers, although in both countries they tended to use strategies related to growth-mindset pedagogy in dealing with them. Preparation and development programs for principals should pay more attention to their mindset and their views on teaching and learning, which may have a strong impact on the whole school community.
