Abstract: Although the national rural health task has been implemented in nine years since 2005, the country s public health system still faces severe challenges. In the context of the implementation of the "universal health care " plan in India, this paper analyzes the social, economic and political roots of the main challenges faced by Indian public hospitals. The view is that the class nature of the ruling class and the development model pursued by the ruling class are the root causes of the problems faced by public hospitals. The proposed solution is in line with these realities.
