Abstract: This paper reports a theory for calculating the effective optical response of photonic crystals containing metal and magnetic impurities when the electromagnetic field wave is longer than the lattice constant. The theory is applicable to any type of inclusion in Bravais lattice and unitary cell. The equations of macroscopic magnetic field and magnetic induction component of extended microscopic electromagnetic field in Bloch wave are obtained. The effective tensors of permittivity and permeability are obtained by comparing the equations with anisotropic nonlocal homogeneous media. Compared with other homogenization theories, only two tensors are used in this paper: nonlocal permeability and dielectric constant. The proposal shown here is based on the United Statese of permeability equations, which are exact and very simple. We present the explicit form of these tensors in the case of binary 1D photonic crystals.
