A Case Study on the Flash Flood in Leh, Ladakh, J/K: Crisis and Rehabilitation

Abstract: This chapter is a case study of crisis communication during and after Leh flash floods 2010. On late Thursday night, 5th August, 2010 the beautiful scenic beauty of Leh got rocked by flash floods killing nearly 200 people and victimizing twice the number of people killed. The main objective of this case study is to analyze how sensitively and how far the watchdog did justification to its deal of the crisis communication. A good crisis communication helps reduce the adverse impact of crisis and a poor crisis communication on the other hand aggravates the adverse intensity of a crisis. Reaction to any crisis management communication plans and strategies can build or collapse the public image of the authorities involved. It does not need a good guess to know that reactions are varied and of mixed nature but the general censuses showcases the failure or success of crisis management communication. Establishment of crisis communication management is a dire need of any state much before the occurrence of any crisis. It is not at all wise to call for the setting up of any such committee once we in mid of a crisis and even if it is done on eleventh hour on war footing it does leads to wasting of time leading to loss of human life. Secondly such committee should not just keep waiting for a crisis to occur rather mock drills to deal with crises should be undertaken. These drills should include various media organizational NGO’s and government agencies. System thus, establishment of committee, presumptions of crises, planning, mock drills, telebriefing are to be undertaken with almost sincerity and sensitivity otherwise any such crisis like Leh flood much grave damage witch could have been easily reduced remarkable difference. Crises communication is not just another off spring of media furtivity it is rather about lives and physiological and physiological of aftermaths of any crisis. So, crises communication is a way of life in extra ordinary circumstance in time of crises. The result will be that crisis managers and authorities will reach a higher level of knowledge about how t o handle flood crisis situations. The is will lead to better emergency -plans. In regions with country borders special attention will be given to trans boundary aspects.
