Abstract: This paper discusses the manner in which Colorado organizes its water management according to hydrographic boundaries and offers suggestions for ways the state can strengthen its existing approaches. In particular it notes that water courts are organized by basin, that the basins are now represented by roundtables, and that many water organizations are organized hydrologically. It discusses ways this basin approach could be strengthened within state government.
