Abstract: In the conditions of the COVID-19 pandemic, there are real businesses in the community are being stagnant, but some sectors do not experience it, including poultry namely chicken joper. This issue is very interesting to be studied. This study aims to increase the improvement of poultry breeders in the chicken farm center of jowo super (joper) in the pandemic era COVID-19. The benefits of this research result in the mental independence in business and increase the economic welfare of breeders. The research object was carried out in the plasma group of joper chicken in Plupuh District, Sragen. The number of breeders in the plasma group consisted of 15 breeders with a poultry population of 50,000 chickens month. Methods of data collection were carried out through interviews, observation, and literature study. The research approach in the field used an exploratory sequential model with a mix method analysis approach (a combination of qualitative and quantitative). Qualitative analysis is used to determine the breeders’ character, breeders’ business motivation, breeders learning process, the role of stake holders and the breeders’ business environment. The research was followed by conducting quantitative analysis with a pre-experimental design approach, one group pretest-postets, where breeder groups receive mentoring treatment from inti plasma before and after receiving assistance, so that the character of business mental independence and economic improvement is recognized. The mental independence of breeders includes: the ability to maintain, motivation to maintain, access to sales, venture capital, resilience and perseverance, creative, competent, and increased economy. The data analysis method uses the concept of the Equational Model Structure(SEM) to determine the correlation among variables. The latent variables of the empoerment model consist of: (a) breeder, (b) assitant from inti plasma, and (c) achievement of business independence. The results shows that the development of an empowerment model was very effective in increasing the mental independence of breeders and improving the business economy
