Abstract: Tripura is basically an agrarian economy, whose 51 of working population is dependent upon agriculture and allied activities earning about 24 of NSDP in 2007-08 at current prices. State’s 60 of geographical area being hilly, only 27 of land area is cultivable, where the average size of holding is 0.60 hectares. State’s ethnic population constituting about 30 , traditionally practice ‘Jhum’. The State’s favorable agro-climatic condition, fertile soil, abundance of rainfall and quality human resources offers a great scope of agricultural development, yet the state suffers from acute deficit in food production consequent upon low productivity. Sensing a danger to food security emanating from low productivity and to obviate such a negative trend Govt. of Tripura initiated a ‘10-years Perspective Plan (2000- 2010)’ for achieving self-sufficiency in food grains and the targeted production of food grains has been fixed at 10.88 lakh Mt. by the terminal year 2010, though production target has lately been pruned to 8.22 lakh Mt. and the time-period of the plan has been extended to 2012. To start with the State could achieve a remarkable feat of success in becoming a surplus State in the production of HYV certified seeds and in the adoption popularization of SRI technology boosting production by 25-30 yet after energizing all efforts foodgrains production rose by only 35 thousand Mt. by five years since 2004-05 which surely speaks of total failure of the Perspective Plan and the extent of failure deserves the claim as a distant – one.
