Abstract: This study determined the status of program implementation and the degree of seriousness of problems of the Hybrid Rice Commercialization Program (HRCP); the factors affecting the productivity level of the program, and some policy guidelines recommendations for the improvement of the Hybrid Rice Commercialization Program in the first district of Ilocos Sur, Region 1. Philippines. The normative and evaluative type of survey under the descriptive research design was used in this study. Hybrid rice production average of 115.32 cavans per hectare is lower than the target of 150 cavans per hectare hence, there is a need to improve productivity. The implementation guidelines were properly implemented except on irrigation support and credit facilitation. The program was beset with problems: high cost of fertilizer, extensive fertilizer use, high cost of hybrid seeds, inadequate credit facilities and poor quality of rice seeds. Productivity is affected by the total farm size, area of production, source of seeds, cost of fertilizers, seed distribution, source of irrigation, delivery of seeds and technical assistance. Additional policy guidelines are necessary for a better implementation of the program.
