Changing Curacao’s Electric Supply From 50Hz to 60Hz. An Integral Economic Perspective

Abstract: A study was conducted to analyze the current characteristics of Curacao’s current electrical supply (127 220V, 50Hz), which in terms of the voltage frequency combination falls out of global standards. The history that led to this situation was examined and the reasons explained.A contextual analysis of the impact of the current characteristics of the electrical supply was developed, and the conclusion was that this out-of-standard situation should be adjusted, adhering to one of two global standards: The American (127 220V, 60Hz) or the European (220 380V, 50Hz). Furthermore, the two alternatives were analyzed from a technical and an economical standpoint and the effects considered, as well as the consequences explained, both for the supply company (Aqualectra) and for the final consumer.The conclusion is that changing the existing net frequency from 50Hz to 60Hz is the more advantageous alternative. This conclusion contradicts an initiative presented by Aqualectra a few years ago but which has never been implemented. It could be concluded that benefits of high versatility of the market and a decrease in the cost of doing business very much encourage this step. It might further be an inspiration for the larger electricity providing industry especially for the Small Island Developing States. It is proposed, arguably for the first time in recorded history, to change a country’s, specifically Curaçao s, electrical supply voltage frequency characteristics as a response to contextual but significant, practical and economic reasons, that will directly reflect in economic advantages for the end user.The authors recommend that a consultation meeting be called by the Bureau Telecommunications and Post, the Ministry of Economic Development and Aqualectra, possibly in the form of a Democratic Dialogue, to present the facts, financial and otherwise, to all interested stakeholders. The final decision should be arrived at based on the results of this consultation meeting.The Bureau Telecommunications and Post is an independent supervisor and regulator on behalf of the government of Curaçao of the providers of i.a. electricity.
