Liu Qi:Speech at the 2005 World Broadcaster Briefing

  Dear Delegates,

  Ladies and Gentlemen,

  Good Morning.

  First of all, I would like to welcome all of you to the 2005 World Broadcaster Briefing. On behalf of the Beijing Organizing Committee for the Games of the XXIX Olympiad, I would like to extend my warm congratulations on the opening of this meeting.

  This is the first time for the delegates of various broadcasting organizations from all over the world to meet in Beijing and exchange ideas on the cooperative efforts in broadcasting the Beijing 2008 Olympic Games. I believe, this meeting will be a new starting point to further enhance the cooperation among the world broadcasters in Olympic broadcasting.

  Olympic broadcasting has played a crucial and indispensable role in the development of modern Olympic Movement. Ever since the introduction of TV broadcasting in the Olympic Games in the 30s’ of the last century, Television,as the mass media with the widest coverage, has produced a world-wide impact on the promotion of the Olympic spirit and popularization of Olympic education. On the other hand, the magic and power of the Olympic Games have enriched the TV programmes, making it possible for millions of viewers to experience the dramatic and exciting moments of sports competitions. Moreover, the enormous revenue derived from the broadcast of the Olympic Games has greatly enhanced the material strength of the TV broadcasting industry and the development of Olympic Games.

  Beijing is a city with a very long history of 3050 years. Age-old structures such as the Forbidden City, the Temple of Heaven and the Ancient Observatory are still preserved in the city. Beijing is not only a city of cultural splendors and a gathering place of well-known figures, but also a dynamic city aiming for harmonious development. With the fast development of science and technology and a two-digit economic growth, culture, sport, education and public health is increasingly flourishing, and Radio and TV industry have also seen rapid development with a 100% TV coverage in the city. Some of the TV channels broadcast programmes via satellites to over 300 million viewers in 19 countries and regions. A broadband network covering the whole city has been in place. Beijing is also a city where Sino-foreign cultural exchanges frequently take place. Hundreds of foreign cultural and academic groups come to Beijing for performances and exchange activities every year. Artists from China also bring the best of the Chinese culture to the World. We welcome all of you to work and live in Beijing, and show to the people around the whole world the beauty, warmth, vitality and changes of this city.

  Dear friends, staging a high-level Olympic Games with distinguishing features is a solemn promise China and Beijing have made. The Chinese government and BOCOG have attached great importance to media services, a guarantee of the achievement of the above goal. We will keep our promise and provide quality and convenient services in accordance with the international practice and the successful experience from previous Games. Should some of our existing regulations and practice be in conflict with the Olympic practice and our promise, we will act in conformity with the IOC requirements and Olympic practice to satisfy the needs of the media.

  During the Games time, we will make appropriate arrangements to facilitate the coverage conducted by the world media and journalists, which mainly include:

  1. In accordance with the principle of the Olympic Charter, the media personnel with Olympic identity and accreditation card issued by the IOC, together with their passports and other official travel documents, are authorized to make multi-entries into china for the duration of the Olympic Games and for a period of not exceeding one month before and after the Games. To follow the practice, BOCOG will provide assistance to the above personnel in their entries into China for the coverage of the Games.

  2. We will facilitate the entry of the personnel of BOB, the rights-holding broadcasters and other foreign media into China before the Games.

  3. To follow the terms of the Host City Contract, the equipment and supplies of the foreign media for the purpose of the Games will be allow to enter and to be used in China, without any duties, provided that such equipment are either consumed during the Games time or exported within a reasonable time following the end of the Games.

  4. There will be no restriction on the export of the Olympic material filmed and produced by all media in China, but used for broadcast abroad.

  5. Broadcasters may film scenic beauty shots for background use for Olympic related programmes&#
